MECHANICAL ENGINEERING TECHNICIAN – IN-HOUSE MANUFACTURING WORKSHOP (FRANCIA)

Context

The Institut Laue-Langevin (ILL) is an international research organisation at the forefront of neutron science and technology.
You will join the Design, Calculations and Construction Service (SDC), which is responsible for managing complex projects, both at the ILL and for external entities. You will assist in the design, assembly and manufacture of parts for building state-of-the-art scientific instruments.

Your tasks
As a member of the SDC, you will be responsible for organising and monitoring the in-house manufacture of mechanical parts designed by the Service’s designers. Your duties will be to:

  • Advise the Service’s designers to facilitate the manufacture of mechanical parts

  • In collaboration with the deputy Head of Service, liaise between the SDC and the Institute’s in-house workshops to manufacture parts within the required time frames.

  • Carry out one or several production operations using the manufacturing documentation

  • Check the quality of manufactured parts, as well as identify and report anomalies

  • Take part in workshop meetings as needed, regarding scheduling, quality, preventative or corrective measures, etc.

Your profile

  • You have a Level 4/5 qualification (A levels, HNC, advanced apprenticeship or equivalent) in mechanics

  • You should be familiar with production mechanics and electrical engineering.

  • You should also have excellent skills in industrial design and technical drawing, as well as the spatial ability to visualise the part to be manufactured (by looking at cross-sections and section views).

  • You have experience in use of conventional machine tools and CNC machining, as well as in use of metrology equipment, power tools and test benches.

  • You have no difficulty reading plans, diagrams and drawings.

  • Sound knowledge of written and spoken French is required. Knowledge of spoken English is desirable.

  • You must be organised, open, resourceful and meticulous in your work, as well as a good listener. You thrive on teamwork and must be able to demonstrate a high degree of adaptability.

FRANCIA - EU PROJECTS MANAGER

Context

ILL, a world leader in neutron science and technologies, is hiring an EU projects manager within its Partnerships and Communication Service (PACS). This position will focus on the optimal delivery of EU projects at ILL while supporting the development of new projects. The task is complex due to the large number of projects running simultaneously (about 15), which currently represent a total financial value of 1.5 M€ per year.

 

Your tasks
You will be responsible for:

  • Monitoring projects (recruitment, spending, etc) to ensure that they stay on track to deliver and take full advantage of the project opportunities.

  • Interacting with the French Ministry of Research and the European Commission to follow rules for EU projects and ensure their implementation at ILL through close interaction with the Administration Division.

  • Budget reporting to the European Commission via project coordinators, including end-of-project, external audits.

  • Preparing six-monthly reviews for the ILL Management Board to share information in a timely manner on project progress and to demonstrate the value of the portfolio of projects.

  • Working with the second member of the EU projects team on the prospection for and elaboration of new projects, including lobbying, networking and responding to calls with appropriate consortia of ILL staff and external partners.

 

Your profile

  • University degree (Master’s or higher) in relevant subjects (e.g. administration, finance, project management, European studies or other fields related to this profile).

  • At least 5 years of professional experience in the management of European projects, including proposal preparation.

  • Knowledge of EU funding programmes and opportunities.

  • Self-motivated, autonomous and independent in task accomplishment and ability to prioritise and multitask.

  • Excellent interpersonal skills as well as verbal and written communication skills.

  • Fluency in English, oral and written.

The role of the Controls and Computing group is to carry out modernisation work, maintenance work and performance tests on ILL’s reactor installations, in compliance with associated regulations.

Your tasks
Reporting to the group leader, you will have the following responsibilities:

  • Preparing and performing maintenance operations and periodic testing and inspections on measuring equipment, as well as upgrading the control systems equipment and its instrumentation, in collaboration with the suppliers and operator of ILL’s high-flux reactor (HFR)

  • Updating documentation (electrical drawings)

  • Performing testing and maintenance work on analogue circuit boards and control system cabinets in the laboratory

  • Preparing maintenance and test procedures, monitoring subcontractors and reporting on activities concerning the quality management system t.

 

Your profile

  • You have a Level 4 or Level 5 qualification (NVQ, BTEC HNC/HND or equivalent) or apprenticeship degree in electrical engineering or maintenance, or a Level 4 qualification (A levels, HNC, advanced apprenticeship or equivalent) in maintenance, with at least 15 years of professional experience.

  • You are able to modify control system equipment and instrumentation using industrial electrical drawings.

  • You are proficient in the use of measuring devices and signal generators.

Contexte du poste
L’ILL, leader mondial en sciences et technologies neutroniques, recrute un·e chargé·e de gestion financière et administrative en projets européens au sein de son Service Partenariats et Communication (PACS). Ce poste sera axé sur le suivi de l’exécution optimale de projets européens à l’ILL d’un point de vue administratif et financier. La tâche est complexe en raison du grand nombre de projets menés simultanément : le portefeuille de projets européens actuellement gérés à l’ILL est au nombre de 15, représentant une valeur financière de 1,5 million d’euros par an.

 
Vos missions
Vous serez chargé·e de :
  • Assurer l’interface avec le Ministère français de la Recherche et la Commission européenne pour comprendre les règles administratives et financières des projets européens et leur évolution.
  • Veiller à ce que ces règles soient compatibles avec les règles et pratiques de l’ILL grâce à une étroite collaboration avec la Division Administration de l’ILL, notamment les Services Finances et des Ressources Humaines.
  • Surveiller le recrutement et les dépenses liées aux projets pour s’assurer du bon déroulement de ces derniers afin de tirer pleinement parti de l'opportunité financière qu'ils représentent.
  • S’adapter aux changements en cours de projet afin de saisir de nouvelles opportunités pour l’ILL.
  • Assurer le reporting budgétaire auprès des coordinateurs de projet afin de garantir que les dépenses de l’ILL sont justifiées et couvertes par le projet.
  • Élaborer les rapports financiers auprès de la Commission européenne et accompagner les procédures d’audit externe requises afin de justifier les paiements en fin de projet.
  • Préparer les revues de Direction semestrielles afin de partager en temps utile des informations sur l’état d’avancement des projets et prendre des actions correctives, le cas échéant.
  • Superviser le travail d’appui fourni par une personne du Service Finances dans l’aide à la réalisation des rapports financiers.
 
Votre profil
  • Diplôme universitaire (Master ou plus) dans des matières pertinentes (par exemple administration, finances, gestion, études européennes ou autres études adaptées à ce profil).
  • Au moins cinq ans d’expérience professionnelle en management financier et dans la mise en œuvre de projets européens ainsi que dans la préparation de budgets dans le cadre de demandes de financement.
  • Solide expérience en management des flux de travail et administration.
  • Maîtrise de l’anglais et du français, à l'oral et à l’écrit.
  • Connaissances des programmes et des possibilités de financement européens.
  • Vous êtes motivé·e, autonome, indépendant·e dans l’accomplissement de votre fonction et capable d'établir des priorités et de travailler en multitâche.
  • Excellentes qualités relationnelles et solides compétences en communication verbale et écrite.
  • Bonne maîtrise des outils informatiques (suite Microsoft Office et en particulier Excel)

Votre profil

  • Vous maitrisez la réglementation douanière française et intracommunautaire, les régimes économiques et les Incoterms.

  • La maitrise de la téléprocédure et de la qualification de marchandises dangereuses IATA est un atout.

FRANCIA - ENGINEER RADIOACTIVE WASTE MANAGEMENT

Context

The Radioactive Waste Management Group (GTDA), comprising a Head of Group and four technicians, is responsible for the collection, treatment and conditioning of the nuclear waste produced on the ILL site.

Your tasks
Reporting to the Head of the GTDA group, which is part of the ILL’s Health Physics, Safety and Environment Service, you will have the following duties:

Liaising with the waste management agencies ANDRA and CYCLIFE/CENTRACO to monitor contracts, documentation and specific requests, plan shipments, etc.

Preparing the technical documentation required for waste disposal and for obtaining authorisations from ANDRA and/or the various waste disposal sites

Acting as technical controller for waste management operations and maintaining the waste study (étude déchets) and the general operating rule relating to waste

Helping to manage the waste management process: identification of waste disposal routes, application of the Integrated Management System (IMS), monitoring of developments to keep documentation up to date, participation in audits, sample audits and process reviews, drafting of waste reports, etc.

Helping the Head of Group to produce waste production/shipment forecasts

Participating in emergency response exercises

Ensuring that inventories are up to date, monitoring stocks, ordering packaging, etc.

Standing in for the Head of Group in his absence.

In addition to your duties, you will act as a point of contact for the nuclear operator for questions regarding radioactive waste to ensure that the treatment of waste in the ILL’s buildings and work areas is compliant.

 

Your profile
• Level 7 qualification (Master’s degree or equivalent) plus at least 5 years’ experience in a similar post

Expertise in nuclear metrology is required

Excellent writing skills in French

Knowledge of Basic Nuclear Installations (INB - Installation Nucléaire de Base) and the INB ministerial decree (arrêté INB)

You must be independent, methodical and meticulous in your work, with strong team player skills

An intermediate level of English is required

FRANCIA - NUCLEAR SAFETY AND QUALITY ASSURANCE ENGINEER

Core mission
The ILL’s Quality, Risk Management and Nuclear Safety Unit (known as the CQSR - Cellule Qualité Sûreté Risques) is a small, dynamic team of five people which reports directly to ILL Management. The core mission of the CQSR is to maintain and improve the ILL’s Integrated Management System (IMS), which enables the Institute to comply with regulatory requirements for basic nuclear installations (known as INBs - Installations nucléaires de base). This includes aspects relating to nuclear safety and quality management.

Your tasks
As nuclear safety and quality assurance engineer, you will play an active part in the development and maintenance of the IMS. Your main duties will be to:

Manage the two continuous improvement processes relating to deviation management and experience feedback

Prepare responses to requests from the French nuclear safety authority (ASN - Autorité de Sûreté Nucléaire) regarding nuclear safety management

Give an opinion on the nuclear safety documents submitted to the ASN

Propose solutions to help the other process managers maintain and improve their processes

Participate in process reviews and in the preparation of the IMS Management Review

Prepare and conduct internal and external quality audits (including field work) on IMS processes

Monitor the indicators needed to analyse process performance

Contribute to the creation of training content and the delivery of training sessions on the IMS and on nuclear safety culture.

This multifaceted position represents a real opportunity to bring a proactive and creative approach to dealing with a wide range of issues and subjects (technical, quality, regulatory, etc.). In this context, you will be required to work in a cross-functional capacity with a large portion of the ILL's staff, including the scientists

 

Your profile
• Master’s degree (or equivalent) in nuclear safety or Master’s degree in general engineering with relevant experience in nuclear safety

5 years of professional experience is required

Experience in quality assurance and/or conducting audits would be a plus

Well-organised and methodical with a responsive attitude; good teamwork skills

Proficiency in MS Office applications (PowerPoint, Excel, etc.)

Excellent writing skills in French

Intermediate level English.
