The Institut Laue-Langevin (ILL), situated in Grenoble, France, and founded by France, Germany and the United Kingdom, is Europe's leading research facility for fundamental research using neutrons. The ILL operates the brightest neutron source in the world, reliably delivering intense neutron beams to 40 unique scientific instruments. Every year, the Institute hosts over 2000 visits by scientists, who come to carry out world-class research in solid-state physics, crystallography, soft matter, biology, chemistry and fundamental physics. Duties:
Working in a specific purchasing sector, you will develop and promote the ILL’s purchasing policy and will be responsible for:

Analysing needs in close consultation with in-house customers/purchase requesters (scientists, engineers, project leaders, etc.)

Sourcing suppliers and keeping up to date with commercial and technological developments
-
Issuing and following up invitations to tender
-
Negotiating prices based on a total cost approach (price, quality, terms of payment, delivery schedule, transport, etc.)

Preparing the documentation for the submission of planned purchases to the Institute’s various approval committees
-
Following-up orders together with in-house customers and monitoring supplier relations
-
Managing orders in the ERP system
-
Managing the supplier database (selection, evaluation, qualification and optimisation).
Concerning the strategic suppliers in your purchasing sector, you will:

Proactively propose alternative solutions
-
Set up framework agreements
-
Take charge of contract renegotiations
-
Establish partnerships
-
Set up specific reporting procedures.
Qualifications and experience:
-
You have a Master’s degree or equivalent qualification in a purchasing-related area (e.g. purchasing and supply, business and administration, CIPS diploma)
-
You have some initial experience as a buyer in an industrial or research environment, ideally with an international dimension
-
An additional technical qualification (e.g. in engineering) would be an advantage
-
You are proficient in the use of office software packages and ERP systems
-
You possess sound judgment and analytical and deductive skills
-
You are responsive, able to manage priorities and have solid negotiating skills
-
You are a strong team player with integrity and a meticulous approach to your work.
Language skills:
As an international research centre, we are particularly keen to ensure that we also attract applicants from outside France. The successful candidate must have a sound knowledge of English and be willing to learn French (a language course will be paid for by the ILL). Knowledge of German would be an advantage.
